The Federal Office of Civil Protection and Disaster Assistance (BBK) was established on 1st May 2004. It works as a central organisational element to ensure civil security. Furthermore it is part of the “New Strategy for the Protection of the German Population” that was decided in 2002.

The BBK applies an interdisciplinary approach to all parts of civil preventive security, connecting them to become an effective protective system for the population and its livelihood. The BBK is an agency of the Federal Ministry of the Interior (BMI) and it competently advises and supports federal and state authorities to fulfil tasks related to civil protection.

Das BMBF ist maßgeblich für die Gesetzgebung in verschiedenen Bereichen zuständig. Dazu gehört primär der Bereich der außerschulischen beruflichen Bildung und Weiterbildung und der Ausbildungsförderung. Desweiteren fördert das BMBF durch finanzielle Mittel Forschung in allen Bereichen der Wissenschaft.

Im Rahmen der Hightech-Strategie wird das Programm der Bundesregierung „Forschung für die zivile Sicherheit“ unter Beteiligung der Ressorts vom BMBF geführt. Anfang 2012 hat die Bundesregierung die Fortführung des Sicherheitsforschungsprogramms beschlossen. Es soll dazu beitragen, die Freiheit und Unversehrtheit der Bürgerinnen und Bürger in unserer modernen Industriegesellschaft bestmöglich zu schützen. Seit dem Start des ersten Programms im Jahr 2007 wurden insgesamt über 120 Verbünde mit 639 Einzel- und Teilvorhaben mit über 275 Millionen Euro gefördert.

Das BMBF informiert auf Stand Nr. 11 sowie in den Fachforen über das Sicherheitsforschungsprogramm sowie Ergebnisse aus den Verbundprojekten.

The Deutscher Wetterdienst (DWD) is as National Meteorological Service of the Federal Republic of Germany responsible for providing services for the protection of life and property in the form of weather and climate information. This includes the meteorological safeguarding of aviation and marine shipping and the warning of meteorological events that could endanger public safety and order. The DWD, however, also has other important tasks such as the provision of services to the Federation, the Laender, and the institutions administering justice, as well as the fulfilment of international commitments entered into by the Federal Republic of Germany.

The ExploSYS GmbH develops dynamic models for epidemics and catastrophes with emphasis on realistically modelling the effect of interventions. The usage of innovative software technology allows very detailed models up to the individual-based simulation of large populations including their dynamically changing demography and their spatial mobility. The combination with economic models allows the evaluation of intervention strategies with respect to their effectiveness and efficiency from alternative payer perspectives. The business activities include sensitivity analysis, parameter estimation, explorative data analysis and optimization as well as the collection and visualisation of spatial data.

The Institute of Rescue Engineering and Emergency Management (IRG) of Cologne University of Applied Sciences (Germany) concentrates education and research in the fields of rescue services, hazard control and fire engingeering. The application-oriented study course is provided for the branches hazard control' and fire prevention and offers each a bachelor's degree (B.Eng.) or a master's degree (M.Sc.). The master programme “Disaster Management and Risk Governance” (KaVoMa) started in October 2006 and is a cooperation of the University of Bonn and the Federal Office of Civil Protection and Disaster Assistance. THW is the operational civil protection organisation of the Federal Republic of Germany, supported by more than 80.000 volunteers and around 800 full-time employees. With its technical expertise and specialised equipment, it acts as an expert partner for the fire brigades, police force and other relief organisations in Germany, Europe and around the world. The Confederation of helpers and supporters of the THW Association is the umbrella organization of the nationwide THW Funding at state and local level. The THW National Association does not see itself as competing with the Federal Agency for Technical Relief workers or their elected representatives. Verband der Feuerwehren in Nordrhein-Westfalen

Der Verband der Feuerwehren in NRW e. V. (VdF NRW) ist der Dachverband aller Feuerwehren im Land Nordhrein-Westfalen. Der gemeinnützige Verein hat seinen Sitz in der Landeshauptstadt Düsseldorf. Der VdF NRW setzt sich für  zukunftsfähige Rahmenbedingungen der Feuerwehren in Nordrhein-Westfalen ein, um eine Organisation schneller, kompetenter und verlässlicher Hilfe und Gefahrenvorbeugung  zu sichern. Hierzu nimmt er als Landesverband auch die Interessenvertretung auf nationaler Ebene wahr.

Der Verband beteiligt sich aktiv an Innovationsprozessen in allen Bereichen des Feuerwehr - und Rettungswesens sowie des Katastrophenschutzes. Als einer von sieben Fachausschüssen engagiert sich der Fachausschuss Zivil- und Katastrophenschutz für alle Themen rund um Zivilschutz, Bevölkerungsschutz und Katastrophenhilfe. Die Fachausschüsse des VdF NRW arbeiten dauerhaft eng mit den entsprechenden Arbeitskreisen der Arbeitsgemeinschaft der Leiter der Berufsfeuerwehren (AGBF) zusammen.
